            "name": "SCENIC: A Location-based System to Foster Cognitive Development in Children During Car Rides | by Liuqing Chen and others for arXiv",
            "about": "Car-riding is common for children in modern life. Given the repetitive nature of daily commutes, they often feel bored and turn to electronic devices for entertainment.",
            "text": "Meanwhile, the rich and dynamic scenery outside the car naturally attracts children's curiosity and offers valuable resources for cognitive development. A formative study revealed that parents' support during car rides is often fleeting, as accompanying adults may struggle to consistently guide children's exploration. To address this challenge, the researchers propose SCENIC, an interactive system designed to help children aged 6 to 11 better perceive the external environment using location-based cognitive development strategies. SCENIC builds upon experiential approaches typically used by parents and incorporates six such strategies into the system. To enhance engagement during routine rides, SCENIC also integrates dynamic point-of-interest selection and journey gallery generation. The system was evaluated through content assessment (N=21) and an in-situ study with seven families and ten children, showing improved car-riding experiences and stronger connections to the surroundings.",

            "name": "Sustainability or Survivability? Eliminating the Need to Choose in LEO Satellite Constellations | by Chris Misa and Ramakrishnan Durairajan for arXiv",
            "about": "LEO Satellite Networks (LSNs) are revolutionizing global connectivity, but their reliance on tens of thousands of satellites raises pressing concerns over sustainability and survivability.",
            "text": "In this work, the scientists argue that the inefficiencies in LSN designs stem from ignoring the strong spatiotemporal structure of Internet traffic demand (which impacts sustainability) and the physical realities of the near-Earth space environment (which affects survivability). They propose a novel design approach based on sun-synchronous (SS) orbits called SS-plane, which aligns satellite coverage with the Earth's diurnal cycle. They also demonstrate that SS-plane constellations can reduce the number of satellites required by up to an order of magnitude and cut radiation exposure by ~23% compared to traditional Walker-delta constellations. These findings suggest a paradigm shift in LSN research from large, disposable megaconstellations to more sustainable, targeted LEO constellations.\r\n\r\narXiv:2508.17763",

            "about": "https://doi.org/10.48550/arXiv.2509.01019",
            "text": "Coral reefs are on the brink of collapse, with climate change, ocean acidification, and pollution leading to a projected 70–90% loss of coral species within the next decade. Restoration efforts are crucial, but their success hinges on introducing automation to upscale efforts. \r\n\r\nThis paper presents automated deployment of coral re-seeding devices powered by artificial intelligence, computer vision, and robotics. Specifically, automated substrate classification is performed, enabling detection of areas of the seafloor suitable for coral growth, thus significantly reducing reliance on human experts and increasing the range and efficiency of restoration. Real-world testing of the algorithms on the Great Barrier Reef leads to a deployment accuracy of 77.8%, sub-image patch classification accuracy of 89.1%, and real-time model inference at 5.5 frames per second.",

Common species are often not the primary species targeted by conservation measures and can be distributed across a wide range of habitats that may be affected differently by these measures. The study analyses the effect of a range of pressures related to climate, land use and land use intensity, on 263 common bird and 144 common butterfly species from more than 20,000 sites between 2000 and 2021 across 26 European countries. \r\n\r\nThe results raise questions about the future of common biodiversity under current conservation policies and highlight the need for alternative, anticipatory frameworks that do not inherently depend on an increasing demand for natural resources.",

            "text": "This study explores how governments integrate Open Source Software (OSS) into their digital transformation strategies, recognizing OSS as a crucial public good that enhances transparency, sovereignty, interoperability, and economic growth. Using qualitative analysis of policy documents and interviews across 16 digitally advanced countries, the research identifies widespread OSS reuse policies managed mainly by central government bodies. These policies aim to promote interoperability, cost efficiency, and digital sovereignty, supported by Open Source Program Offices (OSPOs) that enable collaboration, capacity building, and sustainable project management. The study proposes new indicators—spanning 14 policy and implementation areas—to strengthen digital government maturity indexes and highlights OSS as a key enabler of modern, resilient, and transparent public sector innovation.",

This framework unifies climate, tectonics, and life into a single ecohydrological system, offering a coherent explanation for the bounded variability of Earth's temperature across 500 million years and insight into its future resilience.",

            "text": "This article delineates the contours of an often-overlooked yet intensifying technological arms race over nuclear (in)visibility, driven by the interaction between proliferation-enabling technologies (PETs) and detection-enhancing technologies (DETs). It argues that patterns of proliferation will be increasingly shaped by the pace of innovation in these two domains. Artificial intelligence adds unprecedented complexity to this relationship, as its rapid scalability and capacity for knowledge substitution accelerate PET development while undermining traditional monitoring and verification mechanisms. To examine this dynamic, the authors develop a formal model centered on a Relative Advantage Index, which quantifies the shifting balance between PETs and DETs. The model demonstrates how asymmetric technological progress—particularly logistic, AI-driven growth in PETs versus stepwise improvements in DETs—widens the zone of uncertainty surrounding the detectability of proliferation.",

            "text": "The study examines the adjudication of water rights in international rivers. It characterizes allocation rules that formalize focal principles for addressing water disputes in a basic model. Central to the analysis is a family of geometric rules that implement concatenated transfers downstream. These rules can be seen as formalizing Limited Territorial Sovereignty, as suggested in the Rio Declaration on Environment and Development. The rules are applied to the case of the Nile River, which has a long history of disputes between downstream and upstream nations.\r\n\r\nThe aim of this paper is to provide a basic model for the adjudication of riparian rights. In the model, agents (to be naturally interpreted as countries, although they could also be considered as regions or towns) are located along a river with a linear structure. For each agent, there is a river inflow from tributaries.",

NAIAD introduces an agentic AI assistant that leverages Large Language Models (LLMs) and external analytical tools to deliver a holistic solution for inland water monitoring using Earth Observation (EO) data. Designed for both experts and non-experts, NAIAD provides a single-prompt interface that translates natural-language queries into actionable insights. \n\nThrough Retrieval-Augmented Generation (RAG), LLM reasoning, external tool orchestration, computational graph execution, and agentic reflection, it retrieves and synthesizes knowledge from curated sources to produce tailored reports. The system integrates diverse tools for weather data, Sentinel-2 imagery, remote-sensing index computation (e.g., NDCI), chlorophyll-a estimation, and established platforms such as CyFi.",

            "text": "Underwater Camouflaged Object Detection (UCOD) is a challenging task due to the extreme visual similarity between targets and backgrounds across varying marine depths. Existing methods often struggle with topological fragmentation of slender creatures in the deep sea and the subtle feature extraction of transparent organisms. \r\n\r\nIn this paper, DeepTopo-Net is proposed, a novel framework that integrates topology-aware modeling with frequency-decoupled perception. To address physical degradation, the Water-Conditioned Adaptive Perceptor (WCAP) is designed, which employs Riemannian metric tensors to dynamically deform convolutional sampling fields. Furthermore, the Abyssal-Topology Refinement Module (ATRM) is developed to maintain the structural connectivity of spindly targets through skeletal priors. Specifically, GBU-UCOD is first introduced as a high-resolution (2K) benchmark tailored for marine vertical zonation, filling the data gap for the hadal and abyssal zones.",

            "about": "The paper presents SMART, a system that analyzes and forecasts emotional trends in social media and news data to help journalists detect and report early shifts in discourse around social movements and the UN Sustainable Development Goals.",
            "text": "Social movements supporting the UN’s Sustainable Development Goals (SDGs) play a vital role in improving human lives. If journalists were aware of the relationship between social movements and external events, they could provide more precise, time-sensitive reporting about movement issues and SDGs. SMART system achieves this goal by collecting data from multiple sources, extracting emotions on various themes, and then using a transformer-based forecasting engine (DEEP) to predict quantity and intensity of emotions in future posts. This paper demonstrates SMART’s Retrospective capabilities required by journalists via case studies analyzing social media discussions of the #MeToo and #BlackLivesMatter before and after the 2024 U.S. election. It creates a novel 1-year dataset, which it will release upon publication. It contains over 2.7M Reddit posts and over 1M news articles. It shows that SMART enables early detection of discourse shifts around key political events.",
