Governments should be planning in advance for mass migrations, but few are doing so. Some communities will simply die out. It is therefore a moral obligation to prepare for climate migration. Managed retreat, which involves planned migration in advance, could be an option for some communities. However, it is expensive, and most governments have yet to make any plans to move communities. Poor countries are at particular risk, with estimates suggesting that up to 5% of Africa’s population could be forced to move due to the climate crisis by 2050.
